About Us
While there is nothing “Hollywood” about the team behind Irrevocable Designee LLC, we are business, industry, and legal professionals who live in and work in Louisiana and see ourselves as “producers” – not necessarily of motion pictures – but of financial solutions. Our goal is to produce a win-win-win for taxpayers, the film industry, and the state we love.
CEO and Partner (our Lead Producer)
Patrick Mulhearn has spent most of his adult life working to grow the film and television industry in Louisiana. After serving as an Emmy-winning producer at WWL-TV in New Orleans and WBRZ-TV in Baton Rouge, Mulhearn went to work for Louisiana Economic Development’s Office of Entertainment Industry Development (now called Louisiana Entertainment) in 2006 where he served as the Assistant Director of Film & Television for the State of Louisiana and helped to administer and promote Louisiana’s Motion Picture Investor Tax Credit program.
In 2009 he left state government to become the Executive Director of Celtic Studios in Baton Rouge, the largest design-built studio in the Gulf South. Mulhearn also founded the Louisiana Film and Entertainment Association in 2010 (now called Film Louisiana). During his eight-year tenure at the helm, Celtic Studios welcomed dozens of productions whose combined total budgets exceeded $1.1 billion including Sony/Columbia’s Battle: Los Angeles, NBC Universal’s Battleship and the Tom Cruise sci-fi thriller Oblivion, Summit’s Twilight Saga: Breaking Dawn Parts 1 and 2, and 20th Century Fox’s Fantastic Four. In 2016, Mulhearn volunteered Celtic Studios to serve as an evacuee shelter for several thousand flood victims and their pets after seven trillion gallons of rain fell on the Baton Rouge area in a span of just a few days. Celtic Studios was named the Louisiana Association of Business and Industry’s 2016 Small Company of the Year as a result.
In 2017, Mulhearn returned to work at Louisiana Economic Development serving as the Senior Director of Strategic Initiatives with a special focus on making Louisiana’s film industry more self-sustaining and attractive for Louisiana’s content creators. Mulhearn left LED in 2023 to found the Louisiana Academy of Production (LAAP), a charter high school affiliated with the Roybal Film and Television Magnet in Los Angeles started by CAA CEO and New Iberia-native Bryan Lourd, actor George Clooney, and producer Grant Heslov with a mission to get more kids from under-served communities working behind the camera.
Today he is also the owner of Mulhearn & Associates, a Louisiana-based firm that helps entertainment industry companies and projects connect with the people, information, and resources they need to succeed.
Mulhearn holds a B.A. in political science and a Master of Arts in Liberal Arts from Louisiana State University. A 2015 inductee in the LSU Alumni Association’s Hall of Distinction, Mulhearn’s passion for LSU continues with a never-ending mission to get the university’s best stories turned into motion pictures.

As a lifelong Louisianan, Baron is deeply passionate about fostering economic growth and opportunity in his home state. His commitment to improving Louisiana’s economy drives his work at Irrevocable Designee LLC, where he partners with businesses to leverage the state’s entertainment tax credits, ensuring they contribute to sustainable development and industry innovation.
Drawing from his extensive experience as CEO of Code Willing, Baron brings a proven track record of leading high-performance teams and driving operational excellence. His expertise in leveraging data-driven strategies has positioned him as a trusted advisor to stakeholders in both the financial and entertainment sectors.
Baron attended Louisiana State University and has over 35 years of experience in leadership roles spanning data science, risk management, consulting, and entrepreneurship. He is deeply passionate about empowering businesses to unlock their full potential through strategic partnerships and cutting-edge solutions.
Amanda Spain
Executive Counsel and Partner (our Co-Producer)
Amanda Spain is a Shareholder in the Baton Rouge office of one of the top 100 largest law firms in the country. Practicing since 2004, Ms. Spain graduated from Tulane Law School after receiving her undergraduate degree from Wake Forest University.
Returning home in 2006, Amanda quickly developed a practice in disaster recovery and low income housing tax credit work representing clients working to rebuild Louisiana after the devastation of Hurricane Katrina.
Her real estate practice focuses almost exclusively on identifying and maximizing federal, state and local incentives for developers seeking to invest in Louisiana. She has extensive experience in structuring all types of financing for borrowers, lenders and investors, including Low Income Housing Tax Credits, New Markets Tax Credits, Historic Rehabilitation Tax Credits (both federal and state), Solar Energy Tax Credits, and Motion Picture Production Tax Credits. Amanda has closed over a billion dollars in financing for Louisiana projects.
Ms. Spain is licensed in Louisiana, Mississippi, Alabama and Florida.
